Add an Annex for WMAS Bindings

Initial proposal for the section:

Annex A: WMAS Bindings (normative)

This annex lists Web Media API bindings assigned within the CTA namespace “cta”. These bindings may be used to signal compatibility intent or requirement for the WAVE API snapshot identified in the binding.
