Adding Annex A: WMAS Bindings with Specref reference #334

This adds an additional commit to #333 and uses the specref reference to the IANA URN Namespaces to reduce the text slightly and match the format of referencing other normative documents in WMAS

This would also address #332

I took the liberty to add a commit to the pull request that creates actual biblio entries for the referenced specs, so that the table can actually link to them, and so that these specs start appearing in the list of normative references.

Note the 2023 entry does not exist yet.

(It could be useful to submit CTA spec entries to Specref directly. In the interest of time, I stuck to local biblio entries here).
