The auto-generated unofficial draft is difficult to read in Dark Mode due to the watermark images being the Light images instead of Dark. This is fixed in https://github.com/w3c/tr-design/pull/358 so we should likely wait for that PR to be merged and the updated CSS to be available via ReSpec before merging in this PR.

The PR to address the watermark images has been merged to tr-design, so we're safe to merge this PR
