updated action's version, and fixed double --exclude=.gitignore in run line.

build succeeded: https://github.com/w3c/webvtt/runs/1984710670?check_suite_focus=true checked gh-pages branch and it seems ok (some additional files could be removed, although), and switched github pages to gh-pages. @gkatsev Please go ahead to merge others.
