Update spec to be owned by Timed-Text WG sorely #501

Current spec has joint coordination by two groups (CG+WG), but we are transitioning WebVTT spec to be updated and developed sorely by TTWG recently. This is a tracker issue for this transition.

w3c.json is already with TTWG only
[ ] need to update SoTD
[ ] update README
... anything else?
