Unnumbered intro section turned out to be an unbalanced HTML markup bug, which I have now fixed.

fixed refs. they were defined as local references, but incorrectly cited

What is left is just mechanical bug fixes; as agreed in July 19, 2021 security call, will merge after fixing those bugs. Will not fix the "conformance" warning, will leave that to another PR.

converted to use "group", respec issue resolved, as agreed in meeting, will now merge.
