~/.wakatime.cfg
is used by wakatime cli, which is used by the Sublime Text WakaTime plugin. Sublime Text also has it's own config file that overrides ~/.wakatime.cfg
with limited configs called WakaTime.sublime-settings.
The only_include_with_project_file
setting only works in your ~/.wakatime.cfg
file, not in Sublime's WakaTime.sublime-settings file.
What's the full path of your ~/.wakatime.cfg
file? If it's not at C:\Users\<user>\.wakatime.cfg
then wakatime cli won't find it.

? If so, I am wondering if you can add only_include_with_project_file

is present.Current situation: When I save a file from a folder without
.wakatime-project
, it also make heartbeats. In Wakatime Dashboard, it creates an "Unknown Project".
