Add voice trigger constraint for "bluetooth" #478

Feature request: add another item to the list at 
https://developers.google.com/glass/develop/gdk/starting-glassware#setting_const
raints, such that the associated voice command will only be enabled if 
Bluetooth is connected to the paired phone.

This is for use with GDK apps which work in conjunction with the paired phone. 
It doesn't make sense to even start such an app if the pairing isn't active.
