Glass should have a device setting to set the updates to opt-in or opt-out #487

What steps will reproduce the problem?
1. Develop an app that uses XE??
2. Demonstrate the app while an XE??+1 update is rolling out

What is the expected output? What do you see instead?
The glass user should have the option to temporarily opt out of the update. 
Preferably, the glass user could set a device option to set the default Update 
Policy to their choice of either opt-in or opt-out.

What version of the product are you using? On what operating system?
XE12; XE16 broke my demonstration, and XE16.1 bricked my device.

Please provide any additional information below.

As normally the device is (currently) in hands of developers, an option could 
be to only allow software updates when connected with ADB (and always with the 
option to defer the update, but I can accept that there will be a regular 
"nagging" to update).

The implied USB connection ensures that the device will not run out of power 
during the update.

Also, please back-port this to older versions, particularly XE11, which was the 
last version with Android app compatibility.
