Gesture default event handlers broken in XE16 #494

Starting in XE16, unhandled touchpad gestures no longer fall back to Android 
key events.

This means that swiping forward/back no longer scrolls in ListViews, and no 
longer changes the focus between buttons and other form fields. This renders 
some system dialogs inoperable (you can't pick OK/Cancel). It also breaks 
nearly all sideloaded legacy Android software.
