Timeline update Listener for GDK #569

What is the expected output? What do you see instead?
LiveCard or Immersion based Activity or Service/BackgroundService currently 
running on the device, being able to listen for timeline insertion/updates, or 
any other notification from Mirror API, and perform some operations accordingly.

What version of the product are you using? On what operating system?
XE 18.3
