USB mouse displays cursor, but buttons and scroll wheel are non-functional #598

What steps will reproduce the problem?
1. Using a USB-OTG cable, attach a USB mouse to Glass
2. The mouse cursor appears
3. Attempt to left click, right click, or use the scroll wheel.

What is the expected output? What do you see instead?
Left click should confirm, right click should "go back", the scroll wheel 
should change focus (either as the touchpad does, or through up/down actions).

Instead, nothing happens. The on-screen cursor moves with the mouse, but 
neither clicking nor the scrollwheel have any effect.

This functionality was possible in at least XE11, where the mouse worked as 
expected in traditional Android apps, allowing at least minimal interaction.

What version of the product are you using? On what operating system?
XE20.1

Please provide any additional information below.
Notably, the touchpad is not providing focus changes or confirm/cancel events 
in traditional Android apps anymore, rendering them completely void of 
interaction.
