Set up monitoring and alerts

Will need some investigation on:

• what metrics we can get from Linode as part of our subscription
• free tiers for datadog / other solutions
• open source libraries like grafana
• creating an ELK stack cluster

Metrics I would want to see w/ alarms:

• Error metrics and stacktraces, status codes
• Basic performance metrics from server/clients
