Make mpz_divexact_gcd available in public #273

Used it in some project, saved me a couple of thousands of tacts. Consider making it public?

I don't believe we should make this public if GMP has not. The interface may be liable to change and then we screw anyone who uses it. I'm going to close this for now and suggest that you consider making a similar request to GMP if the function is still available there, though I am sure they would want you to explain your use case.
