CMS: Change log and reversion #951

Generated from #826 Determine what elements of each revision should be retained, and for how long. Put guidelines around reversion to past entries. Some questions to consider:

What types of content need to be kept once they are unpublished?
How long do they need to be kept, and in what form?
How far back should content contributors expect to be able to revert to?
Are there system/storage limitations that NWS needs to incorporate into content management practices?

Acceptance criteria

[ ] Discuss with Product what expectations are for retention, including any legal requirements
[ ] Document and get alignment on an approach to content retention
[ ] Configure Drupal to establish retention and content reversion practices

We've identified a retention policy #937 but haven't implemented it. I'm going to deprioritize this for later but we should implement this by FOC
