Porting of http-requests plugin from scope #1

This PR ports the http-requests plugin from Weave Scope to the new plugin repository.

Also, this PR obsoletes https://github.com/weaveworks-plugins/scope-http-requests and https://github.com/weaveworks-plugins/scope-http_requests. Which will be removed.

HTTP responses metric, circleCI, and docker hub integration are not included in this PR. They will be added in next PRs.
