Broken link to specifications #1457

Hey folks, the links to the Custom Elements and Shadow DOM specs on the Getting Started page are broken, they just return a 404 from GitHub Pages.

Is there anywhere I can learn more about web components?

Try this page. Living Standard 4.13 Custom elements I don't work on the project, but I believe it was the same one as that link. I found it via internet archive.

This seems to be the same as issue 1450
