Artifacts should be rebuilt if the version of `builder` changes #11

We need some way to invalidate artifacts built with an incompatible version of builder.

Only insofar as the build scripts for the artifacts are currently compiled into the builder binary--the build scripts are the real things that should invalidate the artifacts, not the rest of builder. This requirement is already covered by #12, so closing this.
