Still free shipping on Northern Ireland Zip code #120

I have a rules like Country,Region/State,City,Zip/Postal Code From,Zip/Postal Code To,Order Subtotal>,Order Subtotal<=,Shipping Price,Shipping Method GBR,,,,,199,100000000,0,Free Delivery GBR,,,,,0,100000000,19.95,Same Day Priority Dispatch GBR,,,AB31,AB38,0,100000000,19.99,Highlands - 48 - 72 Hours Standard Delivery GBR,,,AB41,AB45,0,100000000,19.99,Aberdeen - 48 - 72 Hours Standard Delivery GBR,,,AB55,AB56,0,100000000,19.99,Highlands - 48 - 72 Hours Standard Delivery GBR,,,BT1,BT95,0,100000000,49.99,Northern Ireland - Standard Delivery GBR,,,BT1,BT95,0,100000000,69.95,Northern Ireland - Same Day Priority Dispatch GBR,,,BT1,BT95,1000,100000000,0,Northern Ireland - Free Delivery GBR,,,FK17,FK21,0,100000000,19.99,Argyll - 48 - 72 Hours Standard Delivery

I have rule for free delivery if sub total is more than 199 but in case of Northern Ireland zip/postal code free delivery should be available if sub total is more than 1000.

But it's showing free delivery for Northern Ireland zip code even sub total is more than 199, can you please help is this known issue or I am missing anything here.
