Write RFC for Events endpoints #125

Even though the work has been done and an MVP is out, @agnesgaroux and I will write up an RFC that will be addressing the background of this piece of work, decision-making that's already happened or has yet to happen, time-based difficulties and various other things such as looking at the future of that piece.

We can close this ticket once a PR has been created in our docs repo and use that PR to track progress instead, but I can't create a ticket in that repo(?) and wanted to have something to track in the meantime.
