import lambda: sync versions and update python/deps #420

There appears to be a discrepancy with released code and deployed code (noticed during #414 deployment). To avoid any doubts, we should release a new version, upload it to the infra bucket and redeploy.

Also the Python version should be updated, as well as the dependencies.
