disable tickte for an project #586

What steps will reproduce the problem?
1. enable tickte for the gitblit server over data/gitblit.properties
tickets.service = com.gitblit.tickets.FileTicketService
tickets.acceptNewTickets = true
tickets.acceptNewPatchsets = true
2. Create a new Project and disable "accecpt New Tickts" and "accecpt new 
patchsets"in project settings.

What is the expected output? What do you see instead?
You can create new tickte over the webpage

What version of the product are you using? On what operating system?
gitblit version GO 1.6.2 for Linux on an centos system

Please provide any additional information below.
