Time tracking #31

Time tracking is very important. We use wakatime to track the spent time. And we need to create a tutorial on how to set it up, and why we even need this.

That should be handled by our bot. https://github.com/wemake-services/kira But, we need to cover some basic theory about time tracking.

We also need to cover our specific implementation and configuration.
