Create Dependabot config file #135

:wave: Dependabot is moving natively into GitHub! This pull request migrates your configuration from Dependabot.com to a config file, using the new syntax. When you merge this pull request, we'll swap out dependabot-preview (me) for a new dependabot app, and you'll be all set!

With this change, you'll now use the Dependabot page in GitHub, rather than the Dependabot dashboard, to monitor your version updates. Dependabot is now configured exclusively using config files.

If you've got any questions or feedback for us, please let us know by creating an issue in the dependabot/dependabot-core repository.

Monthly is to match https://github.com/whatwg/participate.whatwg.org/pull/123, these dependencies are for running tests only, and it's never urgent to upgrade them.

Feel free to merge this. (I'm a lil curious about your choice of not quoting the directory, but it seems fine.)

Just a style preference, to not quote things in YAML that are already interpreted and strings, and the bot-suggested version was inconsistent. It's about as a productive a debate as ASI or whether to quote attributes in HTML, though, I will fold the second anyone has an opinion to the contrary :)
