added github action for black #399

This is just for testing a github action workflow for black.

Do not merge yet!

As far i understand this action runs automatically for each pull request.

@blotter : Anstatt autocommit zu benutzen können wir auch nur das Ergebnis anzeigen lassen, wie hier. Das wäre dann lediglich eine Erinnerung daran, black manuell auszuführen.
