update PrepareTac15 to work with latest format #18

With the release of LDC2015E44, the TAC 2015 KBP EL output format changed to 11 columns, which trips up read_annotations(). This PR makes it work again.

I'm not sure how I missed this (well, actually I have some idea, remembering back to that week...). Thanks for the patch!
