Flatpak 1.0.4 + the split out builder

I just got report from someone that the noticed the new version has
split flatpak-builder into it's own repo. This just rebundles it into
this build.

(i can rebase this once you update master, since I know you just pulled in my 1.0.4 update :-)

@vbatts someone reported that this update requires newer version of bubblewrap. Did you send the updated version of bubblewrap as well?

@vbatts it seems you need newer version of ostree too

configure: error: Package requirements (ostree-1 >= 2018.7) were not met:

Requested 'ostree-1 >= 2018.7' but version of OSTree is 2017.14

never mind, i have pushed an update of ostree by myself
