Ship Costs still do not take Fitting cost modifiers into account. #10

I was just testing the ship cost calculation, comparing it to my own spreadsheet and it seems like the the modifiers for fitting cost still do not apply.

doh. should be fixed. i was doing the opposite of what you would want here (multiplying costs for ones that did not have the flag set)
