csvkit suggestion: please create a package to support Cygwin #1168

I would love to be able to use csvkit under Cygwin. It would be greater if you could create a package for it! Thanks!

We don't have the capacity to author our own packages for various distributions. That said, we would be happy to advise/assist a person who is familiar with Cygwin packaging, if they run into any issues.
