Add a polite request to the users to vote for us as a witness, to support SteemProjects #150

Idea:

  1. Do not display this message to logged users, which are already voting for us
  2. Display a different message to logged users, which already votes for 30 witnesses
  3. Link to statistics of SteemProjects, to show that SteemProjects is actually very useful to new Steemians
  4. Link to voting via SteemConnect (?)

Proposal of message for logged users (via steemconnect), which are not using proxy and which are not voting for our witness:

the plan is to make A/B tests and check which message/style of message is performing better.
