DCOM Permissions at AppId Level #1346

Would be nice to have a DCOM permissions configuration options for the AppId entries. Can be done using existing tags placed under tag, for example.

Can be done using a source code of DCOMPerm sample from Platform SDK (Microsoft SDK\Samples\Com\Fundamentals\DCom\DComPerm).
