`wix extension list` does not display machine-wide extensions

Repro Steps

1. Copy any of the standard WiX Extensions to the machine-wide extension folder under CommonFilesFolder
2. Run wix extension list -g

Actual Result

No extensions are displayed.

Expected Result

Should see the copied extension listed like:

ExtensionId ExtensionVersion
