Romeo Database Models Cause Friction with S/R Categories #16

Refs #13. Because Publishers are currently giving the journals incorrect romeo_categories, inevitably, with enough data cleaning, they will show inaccurate information. Oxford University Press is updated to green based on one particular journal, but it should be orange for another. Etc. These issues should be sorted out behind the scenes for the admin, but the public-facing site needs to be redeveloped so that these issues don't take place.
