add all country/economy polygons #24

all polygons should be present even if there is no data. This may mean including the NA data in the filtered/reactive data, but the baseline OSM map data should not be overtop the WB data

this may also require adjusting the base tile via other providers

Actually, this issue is still ongoing. After I made the adjustment to not redraw the base graph there are a few areas that are filled that: a) list a very odd number for the appropriate indicator, and b) when you click on the area the data act as if it's missing on the map.
