AVif images generated and served to thumbnail image althought it is > original image

Describe the bug avif version is created for thumbnails although it is > than original image

To Reproduce Steps to reproduce the behavior:

1. enable avif

2. upload this image

3. check uploads folder and media library => delete next-gen link displayed (shouldn't it be displayed when all next-gen are created?) , avif created to thumbnail images

Expected behavior same as webP avif which is > original image and thumbnail isnot served on FE

• while webP is enabled, no webP is created on trunk
• test page where avif is served with display image http://mai.rocketlabsqa.ovh/bigavif/
• if we click reoptimize using lossless, it will work fine and won't generate avif so the problem mainly when the image is already optimized
