Memory values are invalids after restart owp #566

Steps to reproduce:
1.restart owp
2.check VE... memory ram and swap show another value, dont correct
3.

Actual result: low value

Expected result: original value from file

Version of the product: latest 2.4

Server OS: centos 6.6 x64

Browser: chrome
