I have checked the source code because I had 11 books and had no idea which books I was missing. It turns out the game expects 13 books and I was missing 2 books: Zora and Zola.
I have a suspicion the Zora and Zola book just don't exist in the game at all! When I grep for book_zora and book_zola, nothing shows up in the maps folder. However, when I grep for book_ordon, something does show up.
