Update Travis #113

Test against ruby 2.3. Use a version of nokogiri that 2.0 can understand.

Coverage remained the same at 97.207% when pulling 950353367b45b894636979e063aa6cbd1f5b3b4f on packrat386:update_travis into 85d023934d52d23a50448e46f8e313d2c1bbeecd on philostler:develop.

@wpolicarpo @philostler this will fix the currently erroring test runs. We should think about deprecating ruby 2.0 at some point (It was End-Of-Life'd a year ago).
