drop support for XP #214

If we drop support for XP we can:

1) get better debugging 2) get code analysis to work 3) move the syncfoss code to MSVC 2013 and Windows DDK 8.1 (last version that supports VDDs I think) 4) remove WIN_XP_IS_LAME hack in networkb 5) detect newer OS's than Windows 8

Plan of Record. We will officially end support for XP in BBS.exe and INIT.EXE so no new boards can run on XP. NetX will be supported on XP so older WWIVBBses can join WWIVNet until [date TBD, probably January 2016)

WWIV 5.1 won't run on XP for any binary, not even networkb.

XP is dropped in 5.1
