Sets up the options page + logic for loading and saving options

While I would have tried to make the options menu completely in-line and not a separate page, there are navigation benefits for it being a full client-side #options page. So I'm 100% cool with doing it this way -- thanks for poking at this!

As soon as you've implemented your first option, we can merge this menu and add new options as time goes on.

Mentioning the very minor nits just for tracking:

• The translations for the word "Options"
• I try to alphabetically order the keys of the lookup-objects in the language.js file (though there may be mistakes!) :sweat_smile:

I added the translations and am actually using them in the code. Also sorted the language file as you specified. It should be ready now!
