Time range for wind gust calculation/check #26

Griddsimp falls an hour short of the windgust creation/check. So the day 8 12z wind grid exists but the wind gust only goes to 11z. Likely a CDT/CST issue.

Believe this is fixed, will be in for 1.0. Similar alterations made for RH and ApparentT calcs.
