DOM vs SAX difference with mis-matched P tags #161

What steps will reproduce the problem?
1. Sanitize this with DOM and SAX:
</p><p>the text that we should match</p><p>

What is the expected output? What do you see instead?

The DOM clean HTML is:
<p>the text that we should match</p>

The SAX clean HTML is:
<p></p>
<p>the text that we should match</p>
<p></p>

What version of the product are you using? On what operating system?
AntiSamy 1.5.1.

Please provide any additional information below.
I'm not sure which result is more "correct". I just think it would be nice if 
the DOM and SAX results were the same.
