union test failure with current trunk #119

I've committed a small test:

This test passes with NTS 1.12 release, but fails with current trunk.

verified that the NTS trunk code is perfectly aligned with current jts TRUNK.

As a suggestion: I think that also NTS XML tests should be aligned with jts 
trunk.
