gem install failed: encoding::CompatibilityError #322

I faced problem when running "gem install xcode-install. The error is "ERROR: While executing gem ... (Encoding::CompatibilityError) incompatible character encodings: UTF-8 and ASCII-8BIT"

locale output: locale LANG="en_US.UTF-8" LC_COLLATE="en_US.UTF-8" LC_CTYPE="en_US.UTF-8" LC_MESSAGES="en_US.UTF-8" LC_MONETARY="en_US.UTF-8" LC_NUMERIC="en_US.UTF-8" LC_TIME="en_US.UTF-8" LC_ALL="en_US.UTF-8"
