This Pull Request replaces the CITATION.md with a CITATION.cff in Citation File Format (CFF) to aid in getting the Xenon software cited consistently.

I used CFF 1.0.3 specification from here https://citation-file-format.github.io/versions/
I used the YAML validator from here: http://www.yamllint.com/
I used these instructions to validate the CFF locally https://github.com/citation-file-format/schema/tree/a9d6b8eee4642da18564f09353ae8c60b831b2c4
I validated against a local copy of this file https://raw.githubusercontent.com/citation-file-format/schema/a9d6b8eee4642da18564f09353ae8c60b831b2c4/CFF-Core/schema.yaml
