Expanded the text for maintainers on how to make a release. Also fixed/expanded some of the citation metadata.
It may be a good idea to write a few tests that check for consistent version numbers, that's the only way I can manage, e.g. with cffconvert https://github.com/citation-file-format/cff-converter-python/blob/09b851a7878a080b957c4b631d59cfd740845ec5/test/consistency_test.py
