Sometime modifications did nothing without messages #2

When the MACHINE path is too big (>3900 chars) the append command did nothing When the user did not have the access to modify the registry, no error is given without -v

Even without -v, the commande pa -d /rakudo/ -u throw the following message:

MACHINE path not updated: Access is denied

Maybe a combination of both factors.

Finally not reproduced at all.

Ouch, it seams that the -a or -b does nothing for new entries, only existing are moved at bottom. For sure -thave the same issue.
