repo tool is in Debian and Ubuntu #1

Whats your version of ubuntu? I cannot install repo on ubuntu-20.04, which apt can find repo on ubuntu-18.04 and ubuntu-20.10.

Its said that repo is slow to support python3, so there is no package on ubuntu-20.04. https://askubuntu.com/questions/1247103/why-is-the-repo-package-unavailable-in-ubuntu-20-04-how-can-i-install-it

I will merge this pull request and add ubuntu-20.04 notes.
