View file macro attachment parameter should allow to also upload a new file, like for the pdf viewer or office viewer macros #308

When adding a view-file macro from the rich text editor, in either of the att-filename or name parameters it's only possible to choose a previously uploaded attachment, from the list:

In this macro dialog it should also be possible to upload a new attachment, like the pdf viewer macro or office viewer macros do:

tested with Pro macros 1.19.9 on XWiki 16.4.1
