PHP bindings #214

Noted the missing PHP support while assessing if Yamlscript could help with development/test environment configurations and such in general.

Added new issue as requested at https://github.com/yaml/yamlscript/issues/184.

I created https://packagist.org/packages/yaml/yamlscript which will be real asap.

@ingydotnet yes, looks good to me. Haven’t released packages for composer myself so far though. Thank’s!
